I wrote most of Mo Feshami’s chapter before I finally got him on screen. Then he held a several-hundred-page planning document up to his camera and gave the cloud a weight: 708 megawatts, up to 2.93 million gallons of water a day, and a notification radius that stopped at 350 feet.
If you imagine a big bowl of liquid and every city has a straw in that bowl. And if one city takes too much, it lowers the water level in the bowl, and therefore for everybody else.
